When heinous criminals evade justice, citizens over 18 receive a text polling them on whether the criminal should be sentenced to death. If over 50% vote in favor, the person is killed by "Dog Mask," an anonymous figure operating in the virtual world. The police pursue "Dog Mask," and three individuals become embroiled in the case: Kim Mu Chan, leader of the First Investigation Team at the Southern Police Agency; Kwon Seok Ju, a former legal scholar who killed the rapist of his daughter; and Ju Hyeon, a police officer at the Cyber Safety Bureau of the Seoul Metropolitan Police Agency.
